Context and rationale:
The media sector in Guinea-Bissau comprises one (1) State-owned television station (which doesn’t reach the whole country); one (1) State-owned newspaper; one (1) State-owned news agency, one (1) producing community TV; one (1) State-owned radio broadcaster; two (3) private radio stations (none covering half or all the country); about thirty-eight (38) community radio stations and six (6) printed weeklies and distributed in Bissau (500 copies each).
The sector faces many problems, of which the lack of an appropriate legal framework, that were identified during the National media Forum held last October in Bissau with the support of UNIOGBIS.
With this regard, UNIOGBIS in partnership with the National Social Communication Commission is seeking a National Consultant to review Bissau-Guinean media legal framework and come up with proposals in view to improve it in light with the local realities and international norms and regulations.
Summary of Position:
The National Consultant will look for all legal documents, including laws, decrees, regulations, corporate rules concerning the media in Guinea-Bissau, review them and propose appropriate changes for a better harmonization. The consultant will also propose drafts to regulate online journalism/communication.
Responsibilities:
Specifically, he/she will be responsible for:
- Reviewing Bissau-Guinean media legal framework in view of its harmonization
- Reviewing International legal media framework ratified by Guinea-Bissau
- Drafting a comprehensive and updated (including online and social media) set of rules likely to be endorsed by the government and the media sector.
- Drafting the organization, composition and functioning of an inclusive body that would be in charge of issuing professional cards to journalists and related.
- Proposing draft law or amendment to existing laws to regulate online journalism/communication.
- Drafting a final report
The position requires mastery of media law, Bissau-Guinean media legal framework, international conventions, norms, and ethics on media ratified by Guinea-Bissau.
Qualifications and Requirements:
Education:
Master’s Degree in Law, Media Law, Media Ethics, Administration, Journalism, Media Management and related fields. A Bachelor’s Degree in Law, Media Law, Media Ethics, Administration, Journalism, Media Management or related fields may be considered in lieu of the Master’s Degree.
Experience:
A minimum of 7 years with Master’s Degree or 10 years of progressively responsible experience dealing with media law as a lawyer or a lecturer can be considered with Bachelor’s Degree.
- Thorough knowledge of Bissau-Guinean media landscape;
- Thorough knowledge of Bissau-Guinean media laws, rules and regulations;
- Good knowledge of the media craft, including, print, radio, TV and online;
- Knowledge of functioning of media bodies issuing professional cards to journalists;
- Demonstrated ability to draft comprehensive legal media framework for Guinea-Bissau;
Language:
Fluency in Portuguese (spoken and written) is required. French and/or English will be an asset.
