Background:
Through resolution 2343 of 23 February 2017, the UN Security Council mandated UNIOGBIS to, inter alia, (i) support an inclusive political dialogue and national reconciliation process to strengthen democratic governance and work towards consensus on key political issues particularly with regards to the implementation of necessary urgent reforms; and (ii) provide support to the Government of Guinea-Bissau in strengthening democratic institutions and enhancing the capacity of state organs to function effectively and constitutionally. In this respect, UNIOGBIS is planning to develop and implement a Political and Social Leadership Training Programme for political parties and civil society organizations (especially women and youth’s organizations).
The training programme will contribute to the emergence of a new generation of political and social leaders, especially women and youth, as positive change agents, committed to promoting accountability, transparency and integrity, among other key democratic values. It will involve a train-the-trainer component to ensure the reinforcement of national capacity in leadership training and long-term sustainability. It will also be designed and tailored to the needs identified by each group, and will be delivered as a medium-term programme, in close cooperation national institutions and partners, including political parties and relevant Civil Society Organizations (CSOs). UN and non-UN partners will also be involved in the training programme, which will culminate into the establishment of a Political and Social Leadership Training Academy, contributing to national ownership and sustainable results within the political class and the Bissau-Guinean society at large.
As an initial step to develop and implement the planned Political and Social Leadership Training Programme for political parties and civil society organizations, UNIOGBIS will recruit a national Consultant to draw up a detailed blueprint for the training programme following consultations with relevant national and international partners.
Scope of the Consultancy:
Under the supervision of the Chief of UNIOGBIS Political Affairs Section, the national Consultant will perform the following activities:
- Take stock of previous leadership training initiatives in Guinea-Bissau and highlight the best practices and main lessons learned;
- Raise awareness of the need for effective political and social leadership (including shared leadership) within the political class and civil society, as well as among the youth (including women) in Guinea-Bissau, for them to be committed to deliver, make a difference and be trusted, become effective role models and gender champions, and facilitate the creation of an environment conducive to sustainable peace and stability, democratic governance, rule of law and socioeconomic development;
- Consult with the target groups and key national and international stakeholders, including academics, UN and non-UN international partners, to collect their views on: (a) the best approach to deliver the training programme; (b) the skills to be covered during the training; and (c) the best way to ensure the establishment of the planned academy and its functioning with and without international funds;
- Draw up the detailed blueprint for the Political and Social Leadership Training Programme, which should include a section on the establishment and functioning of the planned Political and Social Leadership Training Academy;
- Facilitate two separate workshops with representatives of political parties and representatives of CSOs (especially women and youth’s organizations), for them to: (a) inform about their status and roles in their respective political parties or organizations; (b) specify their needs in capacity-building/enhancement in the area of political and social leadership (including shared leadership); and (c) adopt the detailed blueprint for the Political and Social Leadership Training Programme to be presented by the national Consultant;
- Secure the target groups’ concurrence with the proposed blueprint for the training programme and the best approach to establish and ensure the functioning of the training Academy; and
- Draft and present the relevant consultation reports (a mid-term report and a final report), including recommendations for concrete steps towards the establishment of the planned Political and Social Leadership Training Academy with possible partners and sources of funding.
Qualifications and work experience:
Education:
Advanced university degree (Master’s degree or equivalent) in political sciences, social sciences, international relations, administration/management, law, development studies, or a related field is required. A first level university degree (Bachelor’s degree or equivalent) in combination with a minimum of seven years of work experience may be accepted in lieu of the advanced university degree.
Experience:
A minimum of five years of experience in leadership training or facilitation, coaching/mentoring or training curriculum development; as well as grass roots consultation is required.
Working knowledge of the political, social and cultural background of Guinea-Bissau is greatly desirable.
Well-developed skills and demonstrated experience in the following areas an advantage: Interpersonal or communication skills training; Engaging and managing relationships with political and civil society leaders (including women and youth) to identify opportunities for capacity-building/enhancement; and Consensus-building.
Language:
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written Portuguese, and in English or French is required. Fluency in Creole is desirable.
